Government Relations and Community Engagement Manager

Position Summary: The Government Relations and Community Engagement “GRACE” Manager is a key member of the GRACE Department. This position will report to the Chief Transformation Officer, with additional reporting and oversight provided by the President/CEO. The GRACE Manager is responsible for the successful management of Beyond Housing’s comprehensive community engagement, public policy, and local government initiatives. The position has a direct departmental counterpart and no immediate supervisees. Occasional supervision to practicum students, Pershing Fellows, seasonal interns, and/or consultants may arise.

Responsibilities include, but are not limited to:

Community Awareness and Engagement

  • Supporting the development of community engagement strategies and activities for the 24:1 Community.
  • Researching and synthesizing best practices for resident-led volunteers and capacity building initiatives.
  • Identifying resident leaders and relaunch community coalitions and/or other resident-led committees.
  • Overseeing and guiding community outreach to update the 24:1 CommUNITY Vision Plan.
  • Managing ongoing engagement of residents to expand community knowledge related to policies, projects, programs, and services.
  • Documenting implementation data and other community engagement activities.

Government Relations and Municipal Collaboration

  • Establishing and stewarding relationships with elected officials in the 24:1 Community.
  • Co-leading communication and administration of 24:1 Municipal Partnership and its related committees:
    • 24:1 Municipal Partnership
    • 24:1 Mayors Only
    • 24:1 Police Chiefs
  • Serving as a liaison between 24:1 Municipal Partnership and other strategic partners such as Normandy Schools Collaborative, UMSL, and St. Louis County.
  • Managing projects related to municipal collaboration, including the 24:1 Transportation Development District.
  • Supporting project management for grant funded initiatives across municipalities.
  • Documenting implementation data and other municipal activities.

Preferred Experience and Qualifications:

  • 2+ years of experience in community development, community engagement, municipal government, public administration, project management or related fields.
  • Bachelor’s degree is preferred.
  • Excellent speaking and written communication skills.
  • Proficiency with Microsoft Office applications is required.
  • Familiarity with Salesforce or other CRM databases. 
  • Strong interpersonal skills. The GRACE Manager must establish meaningful relationships with internal and external stakeholders.     
  • Experience with group facilitation and balancing multiple agendas for a common goal.  
  • Ability to commit to a flexible work schedule. The ideal candidate must be available to participate in evening and weekend meetings and events including City Council meetings, 24:1 Municipal Partnership meetings, resident committee meetings, and other community events.  
  • Knowledgeable about the challenges residents in low-income, majority minority neighborhoods face from long-standing racial exclusion.
  • Demonstrated commitment to the principles of Diversity, Equity, Accessibility, and Inclusion.

  • Reliable — Leadership skills that reflect and value a team approach, demonstrated integrity, effectiveness, efficiency, and the ability to deliver high quality service. Highly capable of handling multiple tasks, projects and timelines. Excellent oral and written communications skills. 
  • Trusted — Ability to work with residents, partners, and staff of diverse backgrounds with a positive, optimistic, solutions-oriented attitude. Shares a deep respect for the community, its stakeholders, and the residents that we serve. 
  • Driven — Passion for the work of Beyond Housing and an interest in continuous learning and improvement.  

Supervisor: 

The position will be supervised by the Chief Transformation Officer.

Salary and Benefits: 

  • $55,000 annually—to ensure pay equity, this is the best and final salary for this position, and it is not open for salary negotiations.  
  • Benefits for full-time position as determined in current Beyond Housing Employee Handbook.   
  • This is a hybrid position: 60% of work will be required in-person; 40% of work can be remote.  
  • Compensatory Time is available to accommodate for evening/weekend engagements.
