Position Summary:
The Housing—Family Engagement Liaison Program Manager (H-FEL Manager) is a member of the Education department and provides supervision and program management within Beyond Housing’s Family Engagement Liaison (FEL) program. The H-FEL Manager ensures ethical, effective program implementation at Stratford Commons Apartments, Wellington Family Homes, and the Normandy Schools Collaborative’s (NSC) high school and middle school. Supervising both Housing FELs and School FELs, the H-FEL Manager supports staff in delivering responsive, well-matched services to Beyond Housing rental residents and NSC families, while ensuring the duties of the FELs are understood by all stakeholders and alleviating any challenges to implementation. Proficiency in Salesforce and other program tools, along with strong verbal and written communication skills are required.
Responsibilities include, but are not limited to:
Supervision and Team Leadership
- Demonstrating empathy, respecting and establishing healthy boundaries, and hosting consistent, high-quality interactions with FELs, other BH colleagues, site leaders, and community members.
- Providing day-to-day supervision, coaching, and support to ensure excellent service delivery that adheres to organizational policies and best practices.
- Leading weekly 50-minute supervisory meetings with each direct report to support staff development.
- Identifying training and professional development opportunities for H-FELs and S-FELs.
- Conducting site visits to rental housing communities and schools to collaborate with site leadership and support FEL staff in addressing client needs.
- Engaging in cross-departmental collaborations to strengthen service delivery and program impact.
Program Management and Oversight
- Ensuring the FEL program is implemented with fidelity, integrity, and in alignment with Beyond Housing’s mission and goals.
- Developing outreach strategies with the School FEL Program Manager to promote program awareness and increase client engagement.
- Collaborating with the Sr. Director of Education to facilitate regular team meetings to ensure alignment and communication among all FEL staff.
- Staying informed on best practices in family engagement and housing support to enhance program offerings.

- Staying informed on the availability of resources and services provided by partner agencies of the Community Impact Network, NSC Wrap-Around Partners, and throughout the broader community.
- Regularly attending the NSC Wrap-Around Partner meetings.
- Assessing and advocating for necessary resources and adjustments to improve service effectiveness, as it relates to client needs and resources (safety, housing, food, clothing, and transportation).
- Collaborating with the Family Engagement Liaison Operations Coordinator.
- Participating in weekly 50-minute supervisory meetings with the Sr. Director of Education.
Data Management and Reporting:
- Ensuing accurate and timely data entry and reporting to allow for program evaluation to measure impact.
- Supporting staff training on the use of Salesforce to document service delivery activities.
- Utilizing Salesforce and other program tools to track performance metrics and client outcomes.
- Monitoring program effectiveness and recommending improvements based on data and feedback.
- All other duties as assigned.

Preferred Experience and Qualifications:
- 4+ years of experience of professional parent and family engagement.
- 4+ years in rental housing management or support.
- Experience in social work or related fields.
- Bachelor’s or equivalent required. Master’s degree is preferred.
- A combination of education and experience will be considered.
- Computer literacy with strong proficiency in Microsoft Office applications is required.
- Proficiency with Salesforce or other CRM databases.
- Strong community connections and a familiarity with Beyond Housing
- Strong interpersonal skills. The Housing Family Engagement Liaison Program Manager must establish meaningful relationships with organizational peers, community leaders, and other external stakeholders.
- Ability work some evenings and weekends.
- Must have reliable transportation, valid driver’s license, and proof of auto insurance.
- Position will require driving from Beyond Housing’s main office to rental housing sites and NSC school sites.
- Knowledgeable about the challenges residents in low-income, majority Black neighborhoods face from long-standing racial exclusion.

Salary and Benefits:
- $55,000 annually—to ensure pay equity, this is the best and final salary for this position, and it is not open for salary negotiations.

Summary of Physical Requirements:
This position works in a professional office environment and in school-related facilities. The Housing Family Engagement Liaison Program Manager position requires the use of computers, phones, and face-to-face conversations. The constant use of eyes, ears, and hands will be required in all environments where work is performed. The incumbent is required to stand, walk, reach, stoop, climb, lift, carry and bend when performing essential job functions in the office and at other locations. These activities may include walking through various locations during activities, operation of common office equipment – such as photocopiers, fax machines, mailboxes, scanners, etc.
