New Pagedale Housing Development Builds on More Than $200 Million Invested in the 24:1 Community

Residences at The Page II marks another step forward in Pagedale’s continued revitalization

Beyond Housing and its partners broke ground October 20 on a $15.6 million mixed-income housing development in Pagedale—another major investment in the 24:1 Community and another step forward in the revitalization of Page Avenue.

Residences at The Page II will add 42 two- and three-bedroom apartment homes, including 37 affordable and five market-rate homes. Construction is expected to take approximately 20 months, with completion anticipated in summer 2028.

The development follows more than $200 million previously raised and invested through Beyond Housing’s comprehensive work in the 24:1 Community, which encompasses 22 municipalities in the Normandy Schools Collaborative footprint in North St. Louis County.

That work extends beyond housing to education, health, employment, economic development and municipal government—all in partnership with residents and local leaders.

“I want people to see everything happening here in Pagedale,” said Chris Krehmeyer, president and CEO of Beyond Housing, at the groundbreaking ceremony. “More rooftops and greater purchasing power make this an increasingly attractive community for new investment.”

Residences at The Page II will be located near The Page, the growing commercial district along Page Avenue. More than $35 million has been invested along the corridor since 2010, bringing new services, businesses, jobs, and amenities to Pagedale.

Those investments include a Midwest BankCentre full-service branch, the 24:1 Cinema, Affinia Healthcare and BJC HealthCare centers, senior housing, Carter Commons featuring local restaurants, and more than 100 new homes.

“Our vision is for Page Avenue to be a place where people can find a home, where local businesses have the opportunity to grow and where residents feel connected to the community around them.”

Pagedale Alderwoman Deborah Vincent said the development advances a vision that connects housing with commercial growth and a greater sense of community.

“Our vision is for Page Avenue to be a place where people can find a home, where local businesses have the opportunity to grow and where residents feel connected to the community around them,” Vincent said. “Developments like this help bring that vision to life, one project and one investment at a time.”

Residences at The Page II is the second phase of Beyond Housing’s housing strategy in Pagedale. The first phase, Pagedale Town Center Homes, added 36 three- and four-bedroom affordable rental homes located in the heart of Pagedale. The development was completed in 2025.

Additional housing investment is also planned nearby. Chesterfield-based McBride Homes has announced plans for a $52 million development comprising 178 homes in Pagedale and Wellston in partnership with Community Impact Network and Beyond Housing.

St. Louis County Executive Sam Page described the groundbreaking as another example of Beyond Housing investing in an entire community rather than a single building. He noted that housing provides a foundation for healthy families, stronger neighborhoods, and greater economic opportunity.

The design of Residences at The Page II reflects the needs of families with different household sizes. The development will include 18 two-bedroom and 24 three-bedroom apartments.

Missouri State Senator Brian Williams highlighted the significance of those 24 three-bedroom homes.

“I want to start with a number—not $15.6 million, but the number 24,” Williams said. “That’s how many of these 42 apartments have three bedrooms.” Williams said the larger homes can give families room for homework at the kitchen table, space for a grandmother to move in or simply room to grow.

Plans also include a small community space, outdoor gathering areas, green space, broadband infrastructure and other amenities. Beyond Housing intends to provide residents with wireless internet service at no cost. Residents will also have opportunities to connect with Beyond Housing programs and services supporting family stability and economic mobility.

The project is supported by a broad coalition of public, private, and community partners. Financing includes federal Low-Income Housing Tax Credit equity from Carrollton Bank, state Low-Income Housing Tax Credit equity from Sugar Creek Capital, $3.075 million in HOME-ARP financing from the Missouri Housing Development Commission, and construction financing from Citizens National Bank.

The 24:1 Community Land Trust owns the development site and committed to providing the land at no cost, supporting the project’s financial feasibility and long-term affordability. Beyond Housing is the developer, sponsor, and property manager.

Other principal partners include the City of Pagedale, St. Louis County, TPI Group, E.M. Harris Construction Co., Wallace Architects, and Acrisure Insurance.

“I want to come back when the families are here, because that represents stability in the neighborhood—when you have someplace to say, ‘This is mine. I am here. I am here to stay.’”

St. Louis County Councilwoman Rita Heard Days said the development reflects priorities established by Pagedale residents and leaders—and that its true significance will become clear when families begin making the apartments their homes.

“I want to come back when the families are here, because that represents stability in the neighborhood—when you have someplace to say, ‘This is mine. I am here. I am here to stay,’” Days said.

She added that she looks forward to returning for the ribbon-cutting when the new residents are ready to move in.
